There is a legal minefield in bidding work, especially government where there are too many bureaucrats with nothing more to do than nitpik.

It is in specifications, general conditions and then in contracts. There is no physical way for a subcontractor to completely review all the referenced documents and protect himself if someone wants to go after him.

You should only work for people you know and then be careful. This is not a game for the weak of heart.
